Selects the amount of time that the radio waits after all registration
retries to the Automatic Registration Server have failed. 
There are a total of five registration tries hard-coded (not modifiable)
in the radio, one initial try and four retries. The timer begins after
the fourth retry is transmitted. This selection applies for the current
Data Profile. Time is in minutes.
When the radio is model / option capable.
